Every year, Utah’s legislature convenes for just 45 days. During
this fast-paced session, hundreds of bills are introduced, revised,
and passed. For R&R, this meant manually monitoring bill updates,
analyzing relevance, summarizing implications, and generating
personalized client reports—every single week. Each client needed
insights on what legislation to support, oppose, or remain neutral
on, along with guidance on how those decisions could impact their
business.
The process? Manual, slow, and incredibly resource-intensive. The
R&R team was spending up to 20 hours per client per week, parsing
legislative updates, extracting data from the state website,
formatting Excel reports, and emailing summaries. Multiply that by

- Email custom reports to each client, often manually formatting Excel sheets

The Solution
Automating the Legislative Lifecycle with Power Platform
Imperium Dynamics partnered with R&R to build a
custom Model-Driven Power App and client portal, completely
transforming how they managed legislation and client communication.
Using Microsoft Power Platform, our team developed a solution that
pulled bill data directly from the Utah Legislative API. From there,
the system enabled:
- Automatic syncing of new and updated bills into a centralized database
- Client-specific bill assignment, with fields to set position (support/oppose/neutral), comments, and priority
- Automated report generation in both portal and Excel formats
- Color-coded dashboards and views tailored to each client’s interest and reporting preference
- Streamlined communications, allowing the R&R team to send custom links or Excel reports directly from within the app
The portal allowed clients to see a real-time view of relevant bills, complete with commentary from R&R consultants. No more chasing down updates or spending hours crafting emails.
